This is true for most broadcast stations and network affiliates, but local
cable company ads are notorious for airing local cable produced spots with
illegal levels. High chroma and especially high luma will cause audio
buzzing. Time Warner is the owner of our local cable company and probably
30% of their spots are bad (contentwise as well ;) ). If it was a local
spot (cable produced) and really bright (luma) as you said, it probably was
illegal levels.
